With two identically worded memos, President Obama has just declared that the southeast Asian nations of Laos and Cambodia have each "ceased to be a Marxist-Leninist country" under the definition of a law governing the Export-Import Bank.
Phil Cogan, a spokesman for the government-run bank, says the president's directive gives the green light for providing assistance for U.S. business deals in both countries. Up until now, both have been off-limits for Ex-Im loans.
Walter Lohman, director of the Asian Studies Center at the right-leaning Heritage Foundation, says Obama's move is a smart one that's likely aimed at "(diluting) some of the Chinese dominance" in countries.
As to the substance of Obama's declaration, Lohman says he has no quibbles. "There's hardly a country left in the world" that still has the type of centrally planned economy espoused by Communism's founding fathers, he said. "Laos is still a Communist country, but it's not run on Marxist-Leninist principles," he said. And while Cambodia does have "Communist connections," it does permit a free press and elections, Lohman said.
That is not new when the government were no longer running and controlling the business like 1975 that the government own and controlled and ran all the business. When capitalism and private business investors have been in Laos , we all knew that just like China 40 years ago, just only the mane of communist but no more the practice. The question is when the government will give back the power to the people . For the country to in fast progress of development and economy growth when the government is elected by the people, not be selected only by one party or one group of people who would make all the decision for all people of the whole country ? The country are belonged to all Lao people not only the powerful people and rich people.
That is meant stop economy sanction against Laos and Cambodia otherwise Laos could not join WTO and also be isolated to the world community like north Korea and Cuba and poor and could never be developed as fast as it should be. So Laos could not be isolated from the world in order to be in fast progress of develop and economy growth.

Laos still practice the Marxist-Leninist only by one party state which will not allow the people to have any power and any decisions making and running the country only one group powerful rich people and one regime. It is not Capitalist and also not communist because communist that meant every body are equal no rich and no poor and equal opportunity for every body. The government promised to make Laos to be developed country and every body would have the good living condition. But the promise is nothing but broken promises . Before There were few Lao Chinese and Lao Vietnamese were living in Laos who respected Lao culture and loyal to Laos and also belonged to Lao ethnicity. Today there are million illegal Vietnamese and million of immigrant Chinese who are settled in Laos and their intentions are to indirectly dominated and control and influence in Lao economy and politic. Every money they are spending and investing are well calculated with great expectation in return. Laotian will become the minority and a second class citizen in our home land. How 's a stupid how could it be happening?

Who care of Obama said that Cambodia has already been a member of WTO for a long time but Laos is still not be able to become member of WTO . It has been 13 years already. So who care of what Obama says , the United States has been giving the aid money to Cambodia and imported 75% of Cambodia garment and allowed Chevron the American oil company to drill oil and allowed south Korea ( Hyundai) to invested heavily in Cambodia and let the world bank and American investors and Canadian bank set the base in Cambodia so the other investors could take the loans in low interest but why nothing in Laos. Obama allowed the American investors with low interest loan to invest in Cambodia and Vietnam but it seems almost nothing in Laos. Vietnam took the loans from somewhere else then invested in Laos to make more profit but why could Laos just do it herself directly instead of go through Vietnam . I know because the investors and a lot of bank don't have any confident with the Lao government and too much corruptions and the money always disappear before any project finish.
