i think the first one " no reason why " it just sounds better to me :)

I am not a 100% sure, but the first one sounds right.
SA MA KOM means something like a community or a club or a society, depending on the contexts.
Therefore SA MA KOM LAO means Lao society?
SAM MA KOM .. hmmm I have never heard anything like that.
