Request for Expression of Interest
1. The Ministry of Agriculture and Forestry has received a Grant from the Agence Francaise de Developpement, the European Union, and the Swiss Agency for Development Cooperation toward the cost of the Northern Uplands Development Program by providing consulting services.
2. The Ministry of Agriculture and Forestry now invites consulting firms to express their interest in providing consulting services for the execution of the inception phase and subsequently the implementation of the Northern Uplands Development Program.
3. The consulting services are sub-divided in three lots (packages) as described in section 4 of the Request for Expression of Interest
4. Interested firm must provide information showing capability and capacity to deliver the services described. Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, can be used. Each Expression of Interest should be limited to 30 pages (excluding brochures) and consultant may associate to enhance their qualifications.
5. Prequalified Consulting firms will be subsequently invited to submit full expression of interests. Final selection will be with QCBS procedure set out in the Implementing Rules and Regulations (IRRs), No. 063/MOF, dated 12 March 2004, issued to supplement the Decree 03/PM, dated 9 January 2004 and Amendment of some Articles of IRRs No. 0861/MOF, dated 05 May 2009.
6. In addition to the Letter of Invitation, the Request for Expression of Interest includes the following documents:
Section 1 - Instruction to Consulting Firms (ITCF) Section 2 - Expression of Interest data Sheet Section 3 - Expression of interest Forms Section 4 - Presentation of the consulting services packages (Lot A, B and C)
7. Expressions of Interest must be delivered to the address indicated in the Instruction to the Consulting Firms no later than 11th June 2010, at 16h00 Vientiane time.
