I think, Thai government need to sent a massage by Hanging them all or fire Squad that's it.. Laos, and Thailand need to borrow a Singapore law.

Carefull supervision and rehabilitation so that they can become productive citizens again. The Lao Govt seems to have pretty good programs for other drug addicts, they should do the same for methamphetamines.
