Vientiane, Laos - Lao police have arrested a Thai national for allegedly shooting two foreigners "for no particular reason," media reports said Wednesday.Lao police caught Palan Soukalam, 29, on August 25 as he was attempting to swim across the Mekong River back to Thailand, the Vientiane Times reported.
Palan reportedly entered Laos on August 24 illegally from Chiang Rai province to evade Thai police for a crime committed in Thailand.
He booked into a hotel in Haisok, Vientiane province, visited nightclubs until after midnight on August 25, then ate at a food shop with a friend.
After going back to his hotel, Palan was said to have returned with a pistol and fired six bullets into an American and Australian who had been eating at the next table. The two foreigners were rushed to hospital.
"Palan told police he shot the foreigners because he was drunk and felt angry with them for no particular reason," the Vientiane Times reported.

Yeahhhh, i do agree with you that nobody or no society could accept this kindda crimes.. as i was watching the clip over and over, i believe, he wasn't only asked her for his early salaries,but also intened to kill her and take all her money. to me, he's murderer.. i'm a lao, i think he need to be hang... Yet rather than upgrading work place safety and improving wages, working conditions, and management practices, these same thai employers turn to migrant workers who offer a fully flexible and cheaper workforce willing to do the (3D'Jobs) given the poverty that many migrants are fleeing and lack of protection offerd by Thai authorities,employers freqently compel migrants to work long , exploitative hours, including through the night and on holidays. employers find them easier to control because either do not know of or are too intimidated to assert their rights under the Thai labor laws. They can be fired at well, and are less likely to organize a union or associateion to contest employer prerogative. Employers often force migarnts to accept daily wages and overtime rates below the legalminimum wage or intimidate and cheat them out of wages... Numerous thai industries such as fishing and seafood processing, construction, agriculture and animal husbandry, and manufacturing(garment,textiles, and footwear) have essentially become dependent on documented and undocumented migant workers as the core of their workforce. the low- cost workers in turn help maitain thai export competitiveness. and i haven't even mention about those thai employers abused the migrant workers, from cheating, threating, beating, and lead to murdering, there's a thousand of a thousand cases unsolves crime against migrant workers...

At the same token Laos is a safe heaven for Thai illegals to make a living by open up small businesses on Lao land and were being well treated by the locals & well protected by Lao authorities.

It's used to be Thailand where lao criminals cross the Mekong river to hide and nowaday are Thai criminals are cross to Laos and hide. or whatever it is. The shooting just happen in a random violence of individual. I'm really sorry for the victim's family and at the same time the Laos government should know what to do with the suspect. If Laos still a communist country. They don't even wasting their time with the sustpect if the suspect get caught. People won't even dare to do the crime because they know what the result will be. Unless you are the kids of the top government in Laos (look jao look naii).
