I like your suggestions to change the capital Vientiane to reach the top 10 world's most nice living cities but, that's impossible to have them done. If they do, it takes couple generations to be completed.
First thing first, could they build the city sewers systems to reach the modern sewer systems? There was over 80 years already that Vientiane is still using the old way of city sewers by let city sewer go down to the Mekong river.
Remove the capital to a place that's far away from neighboring countries borders and the area not be flooding when monsoon season.

Yes, they work nearly entirely in restaurants or businesses owned by fellow Chinese while in the U.S., Mexicans work for all type of people in all type of businesses. Illegal Mexican workers subsidize the low cost of living for Americans. Yet most Americans support the building of fences across the US-Mexico border to keep these migrant workers out. What do I mean by progressive manner ? Well, basically the more you earn the more you're taxed. Because Canadian spent alots on Domestics and Social programs like free health and help raise a new generation Canadians kids of evrey families until they turn 17-18. You are partially correct. However, in Canada people have the choice to see any doctor that they want. Clinics and labs can be privately run but hospitals are set up as non-profit organizations. Payments for essential medical services are paid by the provincial health ministry so there is no payment as the point of service when a patient sees a doctor.
All medical service at walk-in clinic or hospital are served base on the severly of sickness. Personally I have not waited more than 3 hours and if I have a family doctor than I would make appointment ahead of time so the waiting time is less than 10 minutes.
Canadian healthcare system is not perfect. It is similiar to healthcare system of other developed nations around the world except for the USA. One thing for sure, universal healthcare is held in such high regard in this contry that it has become a core values of Canadian society.
Americans truly value the 2nd Amendment to the US Constituion (the right of people to keep and bear arms) while Canadians equally value the Canada Health Act (healthcare coverage for all).
