I remember reading a report 2-3 years ago by a foreigner working in Vientiane. The report talked about how immoral people in Laos were. They said one of the main factors was because there were no moral people in places of authority and immorality was a constant in daily life. Lao society was rotten from the top down.
Don't get me wrong, there is immorality all over the world. You can be sure of that. But the levels of immorality in some places in the world is higher than others. Laos is one of those places. A truly sad thing to see.
The sensible Education Reform Act of 1962 remains largely a paper program. Branfman concludes that "the school system is training a class of consumers, not producers of wealth," a Western-oriented elite that might, at best, administer Lao society in the interest of the domestic elite and its American backers.
Political life as well is limited to a tiny elite. The State Department Background Notes, March, 1969, contends that "only a few thousand individuals, many of them French-educated, participate in government and politics; the bulk of the population is illiterate and politically passive." Surely this is true of the Government-controlled areas. I shall return to the areas under Pathet Lao control later on.
The Lao elite do not seem popular among foreign observers in Vientiane, who comment repeatedly on their venality and corruption. Typical is a report by two French journalists who were at the site of a short but brutal battle near Paksane, southeast of the Plain of Jars. They describe the arrival by helicopter of "the strongman of Vientiane, General Kouprasith,…the most powerful of the Lao generals," well after the battle was over:
Its corruption, lethargy and indifference is as great if not greater than it ever was. Few people living under its rule actively support it. American officials have been unable to push for basic reforms due to the political necessity of getting on with the Lao civilian and military elite so that continued American bombing will be permitted.[7]
With some bitterness he gestured to the street outside the room where we were talking, observing that every one of the stores that lined the street was owned by a non-Lao. The Lao elite is busy building bowling alleys, running the prostitution and opium rackets,[8] renting villas to Americans, living at the exorbitant level permitted by the flow of American commodities and the pervasive corruption. He felt that the American aid program was essentially destructive in having perpetuated a consumer-oriented society which benefited, while corrupting, the elite, and in not having even begun to lay the basis for development or modernization that would involve the Lao masses or create a productive society.
No one said Laos pre-75 was paradise. There were crooks back then too. But not like how we have them today. Laos was only a country after 54.
Most of the prostitutes in Laos back then were also Thai. Hundreds of Thai women were all over Vientiane, Savannakhet, Pakse etc.
Nowadays it's the opposite. Last time i watched the Thai news it was estimated Lao workers in Thailand to be 500,000-1,000,000. Who really knows. But at least a third of those are Lao girls selling their services. It's reality. No one says it's ideal.
But imagine if those estimated 500,000-1,000,000 people were back in Laos with no jobs. The Lao PDR would have major issues. The Lao PDR and indirectly Vietnam should be grateful to the Thais whom have offered an opportunity for Lao people to provide for themselves and their families. That in turn has kept normal everyday Lao people off their backs. Not to mention Thailand provides health care to most well to do Laotians. Lao people have their babies in BKK for goodness sake! Thais and Thailand are no angels but the truth is the truth.
It all has to do with politics. chanthavong is only prancing around because of the politics in Laos. But it was the chinese wannabe that completely changed the topic.

Unfortunately Mother Earth IS changing and Laos wont escape from the changes either. Mr Chantavong has been divorced years ago. Wondering what him and the 'new wife' is cooking up now. They are probably going to Australia or Europe. The changes are everywhere. He can not escape from his own karma. Do you know them in person?
