Construction prices are very low due to low cost of work and simple/basic construction techniques (low quality and safety standards), but those prices are rising too (material prices go up and up).

I think that is correct. A foreigner cannot buy proerties in Laos, UNLESS he is married to a Lao - or another Lao will act in his behalf, BUT that wont have him own the properties coz the "deeds" should be under a Lao citizen or his/her Lao wife/husband.
Yes, I still remembered what my dad told me during the Vietnam war. We lost everything, our house, land, and money. Money was converted to a new Lao Kip and so all the money that we owned became just paper. Land got taken back by the government and our house was torn down. It's very sad to look back and relized that no matter what happen, just keeps your head up.
