Its neither good nor  bad. Not having it in the list does not mean bad but maybe an indication that Laos is still not popular like the other places mentioned. It also does not mean that those other places are better that what Laos can offer. Instead Laos should consider it as room for improvement. Maybe coming up with a better marketing plan to promote Laos in the tourism industry is what it takes to increase its popularity. This should include offering better tour/tourist packages, improved services, and interesting activities to get teh attention of tourist and entice them to come to Laos.
